parents as the war rages on, the growing frustration in san francisco's west portal neighborhood, the city proposing major changes after a crash that killed an entire family, residents and business owners, saying the attempt to solve one problem is going to create several more. >> good morning. it is thursday, april 25th. >> let's begin with a check of weather drew a lot cooler. >> it is cooler out there and cloudier again today as we head towards pier 39 this morning, a live look at the sea lions sleeping out there. you can see off on the horizon in the city we are dealing with a fair amount of cloud cover once again, but today, later on, we'll have a little bit more sunshine compared to yesterday. so we'll call it partly sunny on your thursday. temperatures are running a few degrees cooler right now compared to this time yesterday. most of us starting our day in the low to mid 50s. and just like yesterday, if you kept your jacket on all day, you'll likely do the same thing once again with those cool temperatures. so looking at the day planner, it's partly sunny all day long, but a difference

compared to yesterday. the afternoon is a little windy. we'll find those winds about 15 to 25mph. 50s along the coast, 60s around the bay shoreline inland are warmer spots closing in on 70 degrees. so a closer look at highs across the region 62 in the city, 64 in oakland, 67 in san jose, 68 in santa rosa, 69 in concord. breezy this afternoon, but even windier tomorrow. reggie, we'll show you those details coming up in just a few minutes. >> thanks, drew. developing news on the unrest at college campuses across the country. new video shows a clash between pro-palestinian protesters and police at emerson college in boston. overnight, officers cleared an encampment. students set up to show solidarity with protesters at columbia university. police arrested at least 108 people at emerson. four officers were hurt. other college campuses are seeing similar chaotic scenes, and glory is at the live desk with more on what we are seeing across the country. >> good morning reggie. police clashed with pro-palestinian

protesters at the university of texas, austin. officers arrested dozens of people and used horses to disperse students. and you can see right here tense moments at usc as police confronted protesters after they tore down tents. officers in riot gear marched onto campus surrounding and arresting protesters who refused to leave demonstrators also popped up at brown and at harvard, where students protesting the war in gaza are demanding the university divest from israel. at columbia university, the clock is ticking down to tonight's deadline to end the protests on campus. >> we're not going to stop. we're not going to rest. we will stand here until the university divests from israeli apartheid and their genocidal campaign in gaza, anti-semitic hate speech and violence have spoiled mostly peaceful protests. >> officials say non-student agitators have driven some of those incidents. one officer was assaulted with a water jug at

cal poly humboldt. you could see it right there. the campus is now closed through the weekend. house speaker mike johnson is threatening to pull federal funding from schools that don't create safe environments for jewish students. he visited columbia yesterday and suggested the national guard could be used, if needed, to break up those protests. the white house says it condemns anti-semitism, but said that free speech on college campuses is important. and reggie, i was just at columbia university this weekend . obviously there was a lot of activity there, and this comes as that campus and others are gearing up for commencement ceremonies. >> thank you. gloria. back here in the bay area, the number of tents set up at a protest encampment on sproul plaza at uc berkeley has grown to about 70. participants are calling this the free palestine camp. they've called on cal to divest from companies with stakes in israel. students say. the to risk being arrested and expelled. university officials

say the encampment is peaceful and there are no plans to change uc's investments. >> a mix of both relief and worry from the parents of a berkeley native being held hostage by hamas. there's a new video of their son, hirsh goldberg polen, abc seven news reporter ryan curry is here with a look at the undated video. and ryan, we are hearing from his mom and dad this morning. >> yeah that's right. good morning amanda. powerful words from the parents this morning as ben. 202 days since hamas took goldberg, poland, from a music festival, they released a heavily edited video of him on their telegram channel. goldberg poland is seen here sitting down with his left arm amputated. his parents told abc news back in october he suffered a serious injury to that arm days before being captured. we spoke with mark levine at the anti-defamation league who said it is clear how horrible hamas is treating their hostages. his parents put out a video statement yesterday saying they want the entire world to see the video, and today they spoke with good morning america. >> total mix of emotions. first and foremost. just huge sense of

relief and gratitude to both see him and hear him. something about that multisensory was really overwhelming, he's alive. assuming this video is current, which we believe it is, he's alive to people who are watching this to remember that there are 133 persians. >> every single person there has a family. no matter who you are. this could be your son. this could be your grandfather. this could be your daughter, your sister, your spouse. and it's time. >> goldberg poland is one of five u.s. hostages is us israeli hostages in captivity. his parents went on to say they are relieved to see him alive, but are concerned for his health and well-being. ryan curry abc seven news thank you, ryan. >> this morning, there's growing outrage over traffic changes proposed in san francisco's west portal neighborhood. this is a story we've been following for weeks, since a crash that killed an entire family at a bus stop.

the city believes the changes will improve safety, but as abc seven news reporter j.r stone found out, some residents believe this proposal will only end up hurting their community. >> i'm sick to my stomach about it. >> lifelong san francisco residents sounding off with business owners in this west portal neighborhood about an sfmta plan to change traffic laws at and around this intersection. >> there's so many merchants here who have already battled covid in a business way, and now they're going to have to battle something new. it'll be the nails in the coffin for somebody. >> do you think this is going to hurt businesses? >> it will hurt business. >> i do believe the proposal would do away with left hand turns in this area and make nearby lenox street a one way changes after this entire family was killed when a driver went off the road and hit them at a bus stop last month. this tragic, tragic accident should not be utilized. >> opportunistic to try to slam this thing through. and that's what's happening. and you know, that is a block and a half away from what they're talking about

redesigning. that's just not right. >> the sfmta would not comment on this matter publicly wednesday, but released video of this interview done last week about the matter. >> we're hopeful that the changes uh- by restricting the left turns of the intersection, will dramatically help reduce the conflicts, improve the pedestrian experience, while also at the same time supporting access to the west portal commercial district. >> but multiple business owners i talked with pointed to the redesign work. the sfmta did with valencia street recently in the mission district, putting bike lanes in the middle of the road for safety reasons. business owners there say business has been down dramatically since the changes. there are now worries of the same problems here in west portal. >> like this was a knee jerk reaction to a terrible tragedy. it needs a little more thought. >> this a really dramatic change. and they put it out and they said, there's ten days of comment that's really inappropriate. how does that prevent someone from speeding or going up on a sidewalk?

>> so even though they want to change the street, it wouldn't prevent anyone from doing exactly what the lady who crashed into that family of four did. so i don't see the connection with those with the sfmta, say on the direction of mayor london breed and supervisor myrna melgar. >> they are moving quickly on this plan and will work closely with merchants to make sure their needs are met in san francisco, j.r. stone, abc seven news and friends of the family of four killed in last month's wrong-way crash along west portal have reached their fundraising goal. >> they've collected more than $8,000 to pay for a memorial plaque and memory of the victims. the plaque will be installed in dolores park to honor diego cardoza de oliveira. matilda ramos pienta and their two children. the driver in this case has not been charged. >> if you're not happy about a plan to crack down on parking in san francisco, you aren't alone. today, sfmta workers will rally against the impending operation. they say they're worried it will

lead to parking officers being assaulted by upset drivers, and they want management to do more to address their concerns. as the mta announced the crackdown last week as part of an effort to improve safety for people walking. it would include more tickets for people parked on sidewalks, bike lanes or too close to crosswalks. >> investigators say a car explosion that shocked a daly city neighborhood appears to be an accident. the blast blew up a toyota on west line drive yesterday morning. you couldn't see it, but that was the sound of the explosion on surveillance video from a nearby home. the fbi bomb squad and daly city police all rushed to the scene. investigators spent hours combing through the wreckage. different items are pulled out of the car, including a propane tank. >> it's just kind of weird why? you would have a propane tank in a car like that sitting there. it's not hot. temperature you're trying to think of what things could detonate a propane tank. >> police said it appears this was an isolated incident and

there are no ongoing threats to the public. and nobody was hurt. >> 5-10. this morning, we're going to san jose where you can see a live look outside. we have partly cloudy conditions here. live doppler seven along with satellite showing you along the west coast. you see this dip in the jet stream? this is a trough that is sitting over california supplying the cooler than average air throughout the day, and also the marine layer in the morning. there's actually some rain falling in l.a. this morning. we're also tracking a cold front. this will move through here late tonight, through the day tomorrow, and it will kick up our winds. you'll feel that mainly tomorrow afternoon. look at the morning commute. it's again. we have our marine layer overhead. a lot of cloud cover, a little bit of sunshine trying to peek out around 10 a.m. but temperatures pretty steadily staying in the 50s. let's break the forecast down. region by region, inland. we'll see a little bit more sunshine than yesterday. upper 60s to near 70 degrees around the bay shoreline. and we'll find those temperatures below average in the low and mid 60s

with some afternoon sunshine. but the coast, you'll be socked in all day long with that cloud cover and temperatures mainly in the low and mid 50s. so taking a look at the next three days, today it's below average. it's a little breezy. it's also cloudy, tomorrow a bit more sunshine. but those winds are going to pick up in the afternoon. they could gust 30 to 40mph. and then over the weekend we'll get some brighter conditions. and finally some warmer weather moving in. but those winds will be an issue tomorrow. looking at the wind forecast for friday into the afternoon, those winds gusting close to 40mph. we'll take a closer look at these winds and also the weekend forecast. reggie coming up in about eight minutes. >> thanks, drew. we're getting closer to a final decision in the tight congressional race in the south bay. up next what we're learning about the voter who ordered a recount after two candidates tied it. >> and today donald trump will be the main topic in two courtrooms, the case being taken up by the supreme court in washington, d.c, while the former president returns to a trial in new york. >> could we be getting a cowboy card or performance earlier than expected? why? some fans believe

complete. this morning. we're learning the voter who requested that recount is not going to be reimbursed, even if his selected candidate wins. glory is at the live desk with what we know about that voter. >> good morning reggie. the initial results of the district 16 congressional race showed sam liccardo in first place. evan low and joe simitian are tied for second, and this means that the three candidates are moving on to the general election unless the recount finds different results. a man named jonathan padilla requested the recount on behalf of low, but lo's campaign says they are not connected with him. but his linkedin profile shows that he was a policy and finance director for liccardo's 2014 san jose mayoral campaign in liccardo's team has not claimed a current association with padilla. >> it's unclear exact, you know,

if there's been any coordination , but that's kind of how the political dynamics shape up in this case, that the person who actually came in first, might like to have a two person race rather than a three person race in november. >> padilla is paying for the recount, and it was thought he could be reimbursed if low won, but because of the unusual circ*mstances, he will not be refunded no matter the result. in this situation, one of the election codes actually says that you cannot get a refund if the two candidates were entitled to be on the ballot in november, and both of them qualify to be on the ballot in november, so there's no refund. both santa clara and san mateo counties say they are nearly done with the actual recount. san mateo county is working with usps to figure out if about a dozen ballots were sent by the election day deadline. a decision is expected within a couple of days. amanda. >> all right. thanks so much,

gloria. the city of san pablo has chosen the first ever asian american to serve as its police chief. brian boohbah, a 21 year veteran and current interim chief, has been selected for the permanent gig. city leaders praised his extensive experience in the roles he's held within the department. boohbah was among 13 applicants for the job. he assumes the role on may 1st. the two people or the people, excuse me, who handle emergency calls in san francisco are getting an upgrade. yesterday, mayor london breed cut the ribbon on a new and modernized 911 dispatch center. it's expected to improve working conditions for dispatchers. there is a new break room, more workstations, a new training room, and technology upgrades for next generation 911 systems. city leaders say the new digs are a huge improvement for frontline heroes, whose jobs have become tougher in recent years, even after those calls in , there are still sometimes things that stick to you and you need support from the people around you to help get through

it. the center handles about 3200 calls for help every day. >> community support is growing for a baker at a beloved san francisco donut shop. he was critically injured on his way to work. sfpd says jesus zamudio was riding his electric scooter in the mission early sunday morning when a car hit him. when officers got to the scene, that driver was gone. the owner of bob's donuts says that zamudio was headed to work at their location at the corner of baker and fulton streets. he's been a longtime employee at all three of their locations, including the famous 24 hour shop on polk street. police say his injuries are life threatening. >> just really sad, it really made me think about street safety in the city. pedestrian. and i know he was on a scooter, but it's just it's a dangerous city to be, on your feet or on a small vehicle. zamudio has a wife and two children in mexico who depend on him. >> a gofundme page has been set up, and we do have a link to it

at abc seven news.com. so far, it's raised more than $29,000. >> oakland's popular horn barbecue plans to reopen tomorrow, but in a new downtown location. the restaurant is moving from its mandela parkway location in west oakland to eighth street near washington street. that's where owner matt horn's other restaurant, maddie's old fashioned, is located. horn said recently he would not reopen the mandela parkway restaurant after it was burglarized, and gutted by a fire back in november, and a social media post yesterday. horn thanked the community for its unwavering support. tomorrow's reopening starts at 11 a.m. >> happening today a free, immersive arts event is happening in downtown san francisco. they're calling it create, and organizers say it's an outdoor celebration of the past, present and future of downtown. >> we're looking to increase foot traffic downtown and really give folks a reason to come to the area, because we know that they may not be there as often to work with. so many folks

arm that we knew was blown off. and so for us, we've already been fighting for 202 days at this point for his release and the release of all the hostages. it's fueled us even more. we need everybody involved in these negotiations to lean in, get this done, get these people home. >> goldberg poland is among 129 hostages still believed to be in gaza. he is one of five us israeli hostages in captivity. he has been in captivity for over 200 days. his parents went on to say it was bittersweet and overwhelming to see their son. ryan curry. abc seven news. >> thank you, ryan. the supreme court will hear arguments today in a case to determine if former president donald trump can be prosecuted over his efforts to undo the 2020 election. it comes as arizona charges top trump aides in an investigation into an alleged scheme to overturn joe biden's victory. abc news reporter nguyen has more on the charges. these unfolding, the charges on these unfolding legal

challenges this morning, a long anticipated case before the u.s. supreme court justices are hearing arguments over whether former president trump is entitled to sweeping immunity from federal prosecution. >> donald trump's pushing the envelope. we could be insulating presidents from any liability for using the massive powers of the office to literally commit crimes. >> today's arguments stem from special prosecutor jack smith's criminal charges against trump of crimes related to his effort to overturn his 2020 election loss. trump argues he can't be prosecuted, claiming those actions were taken as president. >> the fact that the supreme court is even entertaining, that there's questions there is deeply troubling. >> a three judge panel previously struck down trump's immunity claims, saying a president should not have unbound authority to commit crimes, giving the example of assassinating a political rival. this, says the former president, faces three other criminal

cases. >> the various cases pending against donald trump, in which he's raised the question of criminal immunity. the january 6th case, the mar-a-lago case and the georgia case. because for all of those, for at least part of the time he was president. >> meantime, in arizona, a grand jury appears to have indicted seven attorneys or aides affiliated with trump over alleged efforts to overturn the 2020 election in that state. they include rudy giuliani, mark meadows, attorney john eastman, and christina bobb, although they're not immediately named. the indictment also includes 11 alleged fake electors accused of submitting a document to congress falsely declaring that trump had won arizona. trump is named as unindicted coconspirator one in the arizona case. he's not charged. but documents say the former presidents schemed with allies to prevent the lawful transfer of the presidency. and when abc news washington. >> the airline industry is responding to new rules from the

biden administration that aim to protect travelers and save you money. we first told you about these rules yesterday on abc seven mornings, and they include a ban on surprise fees and cash refunds for passengers who face long delays or cancellations. gloria is at the live desk with the new reaction. gloria. >> good morning amanda. airlines are fighting back against new rules that will soon require them to refund passengers for certain flights that are canceled or delayed. the transportation department announced the new policy yesterday, and it will mandate airlines give automatic cash refunds within seven days when a flight is canceled for any reason, delayed by more than three hours for domestic flights and more than six hours for international flights. or if the airline changes any of your airports, adds connections or downgrades your seat. under current regulations, the airlines decide how long a delay must last before triggering refunds. transportation secretary pete buttigieg says that era is over.

decades. right now, and i pray right now. glide's choir held a rehearsal last night to prepare for the memorial for cecil williams. the beloved pastor died monday at the age of 94. williams was a longtime social justice activist here in the bay area, but he was known worldwide for leading the tenderloin neighborhood church, memorial plans are still not finalized. for details on any public events and a look at the life and legacy of reverend cecil williams. head to abc seven news.com. >> you could be seeing more ships coming in and out of antioch. the city is looking to become another maritime terminal in the bay area. new projects are underway to help increase maritime commerce at the city's deep water ports. last week, the first of eight ships docked there as part of an ports expansion into the city and ports, is one of the world's largest car shipping companies. it will bring vehicles to antioch port and ship them across the u.s. with the connected bnsf railway, along

with increased tax revenue. the mayor says around 300 jobs get activated anytime the ships arrive. >> we'll see other businesses either move to antioch or be created as a result of them being here in the in the in the shipping operation coming. >> the city is also set to break ground on two new massive warehouse facilities linked to maritime commerce. >> the marine mammal center is asking you to keep a distance from animals that may look like they need help. the organization is currently treating dozens of seals and sea lions after interactions with humans. to figure out what's going on there, experts are looking at data from around 10,000 calls they get every year. just last year, nearly a third of the mammals rescued were involved in a disturbance to their normal routine. >> people see this little pup on the beach all by itself. they think it's sick and abandoned and they go up to try and help it. and unfortunately, by getting too close to these animals, we can either be the ones to separate them from their moms, or we can cause more

stress. >> their best advice is to stay at least 50 yards away from the animals. that's roughly the distance of three school busses. you can also call the marine mammal center hotline. >> don't be surprised if you see a bunch of emergency vehicles and first responders at the sonoma county airport. today, the airport is holding a training exercise. the faa requires airports to do every three years. firefighters and law enforcement will be taking part. they'll be testing their readiness, speed, and effectiveness and a mass casualty situation. the drills are not expected to impact any airlines or travel times. >> the internet is a buzz about queen bee. up next, why some fans believe beyonce could be doing a surprise performance this weekend in southern california. but first, let's get a check on the weather with meteorologist drew tuma. hey good morning! >> if you are traveling today, we'll look at the forecast. forecast across the country. l.a. looking lovely today, but if you are headed east, there's no issues in new york or chicago, but there is some severe weather developing across the plains, so you may get a little bit of turbulence as you

head east today. seattle. we'll find some rain this afternoon. a temperature of 53 degrees. here's live doppler seven along with satellite. you can see this dip in our jet stream right here. that is a trough that is bringing that cooler than average air. again today we're watching this cold front that as it approaches it will kick up the winds a bit today. but as it passes through tomorrow, it'll turn even windier for friday afternoon. so looking at the morning drive, no real issues. it's just pretty overcast for much of the morning. we'll find those temperatures pretty steadily in the 50s. a little bit of sunshine poking out here around 10 a.m. so let's break it down region by region today. inland we'll find that cloud cover giving way to sunshine fastest with temperatures in the upper 60s to near 70 degrees around the bay shoreline. we hang on to that cloud cover this morning into the afternoon. a little bit more sunshine compared to yesterday. we'll get those temperatures into the low and mid 60s, but it's the coast that remains cloudy all day long with temperatures in the mid 50s. take a look at the three day forecast. pretty cloudy today. we turn windy tomorrow

with that cold front but behind the front the weekend does look really nice around here, so we'll take a closer look. not onlyt e wind apeeds tomorrow afternoon, but the

repeal a more than 100 year old law that bans almost all abortions. yesterday, the repeal one approval in the state house after three republicans joined in with all 29 democrats each of the repeal attempts in the last two weeks had been voted down. if this attempt is successful, arizona would allow abortions up to 15 weeks after conception. governor newsom wants to give arizona doctors authority to perform abortions in california. newsom says it's a direct response to the arizona supreme court's decision that upheld that historic abortion ban. even if arizona repeals that law, bay area abortion providers say they're ready to provide care to anyone who needs it. >> making sure that our workforce is up to date, that
